IPstream is defined as a broadband access product, through which the Licensee is able to provide IP based services to his customers while the original voice services continue to be provided by JT, This service is delivered over Asymmetrical Digital Subscriber Line (ADSL). IPstream access intensifies competition by giving new market entrants a control over the customer at wholesale prices, and allowing them to offer ADSL lines for IP-Based Services in one-stop shop.

The IPstream service has two options:
- Option (1): JT will deliver the modem, splitter and internal wiring to the licensee's customer as a bundle.
- Option (2): the Licensee will deliver the modem, splitter and internal wiring to his customer as a bundle.
